Chris Krause & Chad Lines

Presentation: “TAKEN”

TAKEN is a case study that details the violent kidnapping of a female taken for ransom. On the evening of August 24, 2023, four masked suspects drove up to the victim as she attended her workplace and forced her into a vehicle before fleeing the area. A chance review of surveillance video from a nearby business owner brought this event to the Peel Regional Police’s attention to investigate. The victim’s boyfriend was located who had received a $350,000 ransom demand for the safe return of the victim. A full response was activated that was centered around a kidnap negotiating model being deployed. The following 53 hours involved an Emergency Operations Centre being activated, multi-jurisdictional investigative, intelligence and tactical coordination and around the clock negotiations. The negotiator teams had a focus on coaching the victim communicator through proof of life, buying time, the ransom demands and the money exchange, all with the mission of the safe return of the victim.

The presentation will be delivered from the perspective of negotiators coaching the victim communicator through this complicated event, as well as through the perspective of command decisions and resource deployments based on the numerous sources of incoming intelligence.

Chris Krause is a Staff Sergeant with the Peel Regional Police Service and has 21 years of policing experience.  Over the course of his career Staff Sergeant Krause has worked in a variety of areas including Uniform Patrol, the Break & Enter Unit, Major Drugs & Vice, Learning & Development, Communications, Internal Affairs, and Community Safety & Well-Being.  Staff Sergeant Krause is currently acting as the Inspector in Diversity, Equity & Inclusion.  Staff Sergeant Krause holds a Bachelors Degree in Physical Health & Education from the University of Toronto and Master’s Degree in Leadership from the Guelph University.

 Staff Sergeant Krause has been a crisis negotiator since 2018. Over the course of his policing career Staff Sergeant Krause has been involved in numerous crisis negotiations involving hostages, mental health/suicidal, and barricaded subjects.


Chad Lines is a Detective Sergeant with the Peel Regional Police and has served the region since 2003. Chad has worked varying assignments that include Uniform Patrol, Criminal Investigation Bureau, Central Robbery Bureau, Major Drugs & Vice, Specialized Enforcement Bureau, and the Duty Inspector’s Office. Chad has been a Hostage Negotiator since 2016 and is currently a Team Leader for the Peel Regional Police Hostage Negotiator Team. Chad has been involved in numerous crisis negotiations involving hostages, mental health/suicidal, and barricaded subjects. Chad has been involved in training other officers in crisis de-escalation and suicide intervention techniques.

Chad obtained his Bachelor Degree in Management Administration from Athabasca University in 2013 and obtained his Master of Public Safety Degree from Wilfrid Laurier University in 2022.
