Alexander Hirst & Kris Brine

Presentation: “20 hour standoff”

During late night hours of 02/21/2023, the Cary, North Carolina Police Department conducted a welfare check at an apartment complex.  Cary PD received a call stating that the subject of the welfare check had barricaded himself with his 11 year old son and was suicidal.  This case presentation, conducted by FBI Charlotte Division Negotiators, will detail the 20 hour standoff and the collaborative negotiation conducted by both agencies.  In addition to details of the negotiation, presenters will highlight the initial response, negotiating via text, the transition between agencies, the use of TPI’s, interaction with On-Scene Command, Proof of Life, and media messaging.

Special Agent Alexander Hirst joined the FBI as a Special Agent in 2014. SA Hirst has worked in FBI New York, San Juan, and Charlotte where he currently works Transnational Organized Crime. SA Hirst has worked various violations to include, internal investigations, counterterrorism, public corruption, crimes against children, and violent threats. SA Hirst is an FBI Certified Negotiator with advanced training in barricaded subjects and kidnap for ransom. Additionally, SA Hirst is the FBI Charlotte CNT Assistant Team Leader who teaches at the FBI’s Regional Certification Negotiation Course.


Prior to joining the FBI, Special Agent Kris Brine worked as a Special Investigator in Washington DC, conducting investigations on Department of Defense (DOD) active-duty military and civilian employee personnel. SA Brine became an FBI Special Agent in 2012 and was assigned to the New York Field Office. While in New York, he was part of the National Security Branch where he conducted counterintelligence investigations. In January 2021, SA Brine transferred to the Charlotte, North Carolina Field office, where he currently handles counterintelligence investigations in Raleigh, North Carolina. SA Brine has been part of the Charlotte Crisis Negotiation Team since early 2021.
