Calgary Negotiation Seminar

This jointly sponsored seminar by the Calgary Police Service and the Southern Alberta District of the Royal Canadian Mounted Police, seeks to expand the knowledge and expertise of negotiators, incident commanders and tactical officers.

Open to police officers, corrections officers and selected mental health professionals who actively work with negotiators, these sessions aim to share new ideas, methods and experiences in an open forum.

Confidentiality of all information presented at the seminar is critical in order to allow for candid discussions. This is a learning forum. Valid police identification is required for accreditation to the seminar and door security is in effect at all times. Video or audio recording is not permitted at any time.

Feedback has resulted in a continued emphasis on Command - negotiation interaction with the presentations being of value to incident commanders, negotiation teams and tactical team members.

Victor has served his agency in many capacities ranging from DARE Officer, Motorcycle Patrol Officer, Field Training Officer, Crisis Intervention Team Officer and trainer, Street Operations Patrolman and a 20 year Crisis Response Team member as a hostage and crisis negotiator.

Vincent Dalfonzo

Retired Special Agent FBI
Retired Special Agent Vincent Dalfonzo entered the FBI in 1987, and was assigned to the Phoenix Division where he worked organized crime and drug matters. During that time, SSA Dalfonzo was the FBI’s Crisis Negotiation Coordinator for the state of Arizona.

Scott W. Abagnale

Federal Bureau of investigation
SSA Abagnale entered the FBI in 2005, and was assigned to the Baltimore Division where he conducted national security and counterterrorism investigations. He joined the Baltimore Division’s Crisis Negotiation Team in 2007, and served on Baltimore’s team until his departure from the division in August 2016.

Gary McDougall

Ret. Calgary Police Service
Gary is a retired police officer who served with the Calgary Police Service for 25 years; the last 8 years of his career, Gary was a member of the Hostage/Crisis Negotiation Team. He served as both a Team Leader and Training coordinator for the Calgary Hostage Negotiation team and upon retiring in 2006,
